The reason for the leaning is the shallow foundations in soft rock. The original plan was to build the tallest bell tower of its time, but this plan was soon abandoned.
In the 20th century, the lean of the tower increased to more than five metres, so in 1990 the tower was closed to the public and a long rescue operation began. Iron ropes were driven into the ground to fix the foundations and special civil engineeringslowly, part of the soft clay bedrock beneath the tower's foundations was sucked out using special construction techniques. The slope then began to decrease and the tower's deflection is currently around 3 metres. In 2001, the tower was reopened with the expectation that it would be stable for at least another 300 years. the leaning tower has a circular plan. the six central floors are surrounded by decorative blind arcades.
